The purpose of the Native Vegetation Regulatory map

The NSW Native Vegetation Regulatory map (NVR map) identifies land categories on regulated rural land across New South Wales. These categories determine how the native vegetation clearing rules in Part 5A of the Local Land Services Act 2013 apply.

The NVR map was published on 31 August 2026.

See Native Vegetation Regulatory map.

Biodiversity Development Assessment Reports on rural land

Applying the NVR map to the Biodiversity Offsets Scheme

Accredited assessors can use the NVR map land categorisation as published to inform Biodiversity Offsets Scheme entry thresholds and the application of the Biodiversity Assessment Method (BAM).

The NVR map designates where all land categories occur across New South Wales from 31 August 2026.

The NVR map remains in the transitional period in the Bland Shire Council and Temora Shire Council areas only. In these council areas, the transitional mapping arrangements in place since 2017 under the Local Land Services Act 2013 continue.

Where the land categorisation onsite requires updating or where errors are identified, you can request a free map review prior to determining scheme entry thresholds and applying the BAM.

Map categories are defined at Land categories.
