We offer proponents a streamlined approach to locating and securing credits needed to offset unavoidable impacts on biodiversity.
If you need to meet specific biodiversity offset requirements for your approved development or infrastructure project, the information and resources on this webpage will help you.
Like-for-like credits
If you are meeting a credit obligation, you will need to find the right type of like-for-like credits to offset your impact.
The credits you need are specified in a biodiversity credit report appended to your Biodiversity Development Assessment Report, prepared by your accredited assessor.
For more information about the types of credits that can be used to meet offset obligations under the like-for-like offset rules, see the Offset rules for proponents webpage.
Resources and opportunities for purchasing available biodiversity credits
The biodiversity credits catalogue
The biodiversity credits catalogue shows a selection of biodiversity credits available to purchase from participating sellers. The purpose of the catalogue is to connect buyers and sellers and showcase the biodiversity stewardship agreement sites where the credits are generated. It is complementary to other resources like the public registers.
If you see the credits you need advertised in the catalogue, you can contact participating sellers directly and register your interest with them. Alternatively, inform the Supply Fund and we will offer support with this process.

The Credits Supply Register
The Credits Supply Register displays available biodiversity credits from sellers who have agreed to have their credits listed there. The register also provides buyers with the ability to contact sellers.
If you see the credits you need listed in the register, you can contact participating sellers directly. Alternatively, contact us and we will offer support with this process.

Reverse auctions through the Supply Fund
Regular reverse auctions are held through the Supply Fund to purchase priority in-demand credits directly from sellers and on-sell those credits to proponents at the purchase price plus a small mark-up (cost recovery). Proceeds are reinvested through the Supply Fund to buy more credits, therefore operating as a revolving fund to support credits transactions for buyers and sellers and improving market efficiency.
For more information about upcoming reverse auctions or to inform us about the credits you need, visit the Supply Fund and credit purchasing webpage or contact the Supply Fund via supplyfund@environment.nsw.gov.au.

Other methods and support for sourcing biodiversity credits
If the credits you need are not currently available or advertised in the biodiversity credits catalogue or public registers, there are other methods for sourcing the credits you require.
Credit Demand Expression of Interest program
You can submit a Credit Demand Expression of Interest (Demand EOI) to seek support in sourcing the biodiversity credits you need. You can even submit a Demand EOI before credit obligations are set through a development consent.
Demand EOIs inform how we prioritise working with landholders to establish biodiversity stewardship agreements that generate specific credits (supply) to meet market demand.
If you submit a Demand EOI, we may contact you to ask if you want your credit requirements to be included on the target list for upcoming reverse auctions. This gives you the opportunity to purchase credits through the Supply Fund at purchase price plus cost recovery.

Create your own credits
You can meet your credit obligation by creating and retiring your own credits if you have a suitable site. This can be done by establishing a biodiversity stewardship agreement.
You can learn more about biodiversity stewardship agreements on the Generate credits with a biodiversity stewardship agreement site webpage.
