The parks contain a wilderness landscape with high conservation values, protect important Aboriginal cultural heritage values and are home to a section of the original convict-built road linking Port Macquarie and Walcha. Other important natural values include Mount Seaview Wilderness Area, 33 threatened animal species and six threatened plant species. The parks provide a range of nature-based recreational activities including four-wheel driving, cycling and bushwalking.

The plan for Cotton-Bimbang National Park, Cottan-Bimbang State Conservation Area and The Cells State Conservation Area will provide continued and enhanced visitor opportunities in remote areas, and improved protection of the significant natural and cultural values, including areas of old-growth forest and rainforest.

This is the first plan of management for the parks and was developed in consultation with the Birpai and Purfleet-Taree local Aboriginal land councils.
